We have a very clear understanding of Healthcare and the NHS in England – some 80% of our client engagements are healthcare focused, with the remainder extending across other areas of the Public Sector.

We have successfully completed a broad range of assignments for Department of Health, Primary Care Trusts, Acute Trusts and Foundation Trusts. The breadth of our expertise and in-depth knowledge of issues currently faced in the primary sector is evidenced in more recent healthcare experience which includes:
  • helping GPs deliver improvements in service cost and quality beyond that achieved through the use of Practice Based Commissioning alone by developing locally based GP/primary care provider organisations using Specialist and Alternative Medical Services contracts;
  • assessing the competencies of lead individuals in the effective commissioning of services and agreeing personal and organisational development plans for key individuals across the community. These include master classes and mentoring support in:
    • Payment by Results;
    • Practice Based Commissioning;
    • information collection, audit and analysis;
    • risk and performance management techniques; and
    • contracting and procurement.
  • supporting the development of locally sensitive key performance measures, early warning systems and best practice benchmarks;
  • determining the effectiveness of information systems in support of commissioning processes including the use of:
  • public health and census data;
  • actuarial techniques in managing risk;
  • benchmarking;
  • research and audit;
  • communication and feedback systems; and
  • continuous learning and improvement processes.
  • the reconfiguration/ redesign of services;
  • the development of commissioning documents;
  • the identification of the most appropriate procurement options and corporate structures for new delivery mechanisms;

  • securing clinical engagement and getting clinical teams working together on a range of services including dermatology, diabetes, sexual health, COPD etc; and

  • Further examples of our experience in the healthcare sector include:
  • being instrumental in bringing the first Foundation Trust PFI to financial close;
  • providing commercial and deal closing services to the Department of Health on Phases 1 and 2 of the Independent Treatment Centre Programme and other pilot initiatives;
  • providing commercial consultancy, bid management advice and resource to international and domestic private sector healthcare groups that are bidding to win major contracts and we have achieved successful outcomes securing contacts for our clients valued in excess of £4 billion so far;
  • leading bid teams made up of a blend of client personnel and our consultants we have recently secured Preferred Bidder status for our clients for schemes under the Department of Health’s Diagnostic Services and Elective Services Procurement Programmes;
  • leading the mobilisation of the resources required for the delivery of services contracted under the Department of Health’s Diagnostic Services Procurement Programme;
  • leading and managing a bid for healthcare decontamination services for a major UK corporation;
  • working with the board of a leading international private hospital group, acting as group CIO (Chief Information Officer) and taking leadership on many aspects of their bids into DH Commercial Directorate for Wave 2 ISTC contracts;
  • supporting NHS Shared Business Services (SBS) in the development of a National Settlement System for Payment by Results (PbR); and
  • leading a strategic review for the Department of Health focused on the high-level design of Financial and payment systems to enable the English Health system support the implementation of Practice Based Commissioning (PBC) and PbR:
    • engaged by Directors in DoH;
    • worked across SHAs, PCTs, Acute trusts, GP practices and independent sector providers to determine need and requirements;
    • worked with Special Health Authorities and groups like the NHS Confederation and the NHS Alliance to achieve very broad stakeholder buy-in;
    • worked with new and incumbent technology providers to establish workable designs and realistic costs for a National Settlement System;
    • worked with DH Finance and the Treasury to establish the benefits case of £250 million; and
    • final report and recommendations received Ministerial approval in February 2006.
